Every shipping company required to comply with the ISM Code needs a Designated Person Ashore. Fewer people ask the question from the other side of the desk: what does it actually take for one specific person to get that job? If you are a deck officer, a superintendent, or a shore-based safety professional wondering whether you qualify, this is a practical look at the path in.<\/p>\n

What the ISM Code actually requires of a Designated Person Ashore (DPA)<\/h2>\n

The ISM Code does not hand out a DPA license. It describes a function and leaves the qualifications to the company appointing the person. Paragraph 4 of the Code requires the DPA to have “direct access to the highest level of management” and the authority to raise safety and pollution-prevention concerns without being overruled by commercial pressure. There is no mandatory certificate listed anywhere in the Code itself.<\/p>\n

That gap is exactly why flag states, class societies, and port state control have converged on a practical expectation: a DPA should be able to demonstrate formal training in the ISM Code, in safety management systems, and ideally in auditing, even though no single document is legally mandatory everywhere. Companies that cannot show this during an external audit tend to receive questions about how the appointment was justified.<\/p>\n
